Instead they occupy under a licence arising purely in charity law by virtue of being beneficiaries of the charity. The beneficiary class is restricted by law to "poor married couples, widows or single women of not less than 55 years of age who are members of the Church of England who have resided in the ecclesiastical parishes of St Mary Broadwater, Christ Church Worthing, St George Worthing and St Paul Worthing, in the County of Sussex" (the latter parish ceased to exist following the closure of the church). Vacancies are usually advertised in the three parish churches, and applicants are interviewed by the managing agents and a trustee.
Residents do not pay rent, they contribute a four weekly maintenance charge. They must be capable of independent living, and they live independently of each other in self contained flats. They each have a 'Careline' should they need to contact the emergency services urgently, and all the decoration and fabric issues of the flats are dealt with and paid for by the trust.
