What does it do?

Fairer charging

We seek a contribution from some people for home care that we arrange for them. Fairer charging is the name of the system that means only people who can afford to make a contribution for their home care will have to.

All people who receive home care will be assessed to find out how much they should contribute. This is called a fairer charging assessment. The assessment looks at all the money a person gets, such as state pension, pension credit, income support, pension from work and disability benefits. It also looks at any savings the person has.

The assessment also takes into account the money a person has to spend, such as council tax, mortgage payments or rent. We would also consider any money a person has to spend because of illness or disabilities. This system is much fairer to people.

What it costs:

If we work out that you can afford to pay a contribution, we calculate it based on the number of hours of home care you get. We make sure that you will never be left with less than the minimum level of income set by the government - at the moment this is £165.75 a week for anyone aged over 60. This level varies according to age and need.

As an example -
If you have an income of £180 per week and get 10 hours of home care, you will contribute £12.25 per week.

Low income
If we work out that you don't have enough money to afford it, you won't have to contribute for your home care.

No assessment
If you choose not to have a fairer charging assessment, we will seek a contribution for the full amount of up to £99 per week for your home care. The current hourly rate is £10, so if you get three hours of home care a week, your contribution would be £30. If you get 13 hours of home care a week, the total cost would be £130 - however you would need to contribute £99 per week.
